Change

for Good

Message from our
Board Chair & CEO

Our focus in 2025 at the Meadows Institute remained simple but profound: accelerate access to mental health care sooner and more effectively to save lives and build hope, in Texas and across the country.

At a moment when our country’s broader policy landscape shifted in unprecedented ways, the Meadows Institute stepped forward to protect past gains and help lead positive change, both in the Texas Legislature and the halls of Congress. We mobilized lawmakers, partners, and community leaders to continue the momentum we have relentlessly built since 2014. Together, we are shaping a reality in which mental health care is available to everyone and is seamlessly integrated into doctor’s offices, schools, and emergency response. At the same time, we translated policy into programs with lasting impacts, setting new standards for how communities across Texas and beyond understand, prevent, and respond to mental health needs.

— Andy Keller, Ph.D.

Our decade of work side-by-side with communities large and small across Texas proved invaluable this past summer, when devastating floods struck the Hill Country. Beginning on the day, we mobilized the systems, training, and collaborations we had helped build with lawmakers and community organizations to respond to this latest set of overwhelming needs. And when our partners approached us for assistance with addressing the mental health of families who were suffering from unimaginable grief and first responders who remained on duty around the clock, the Meadows Institute jumped into action to expand care options for those in need.

The floods were a stark reminder that mental health and resilience are about more than treatment. At the Meadows Institute, we believe that when life gets hard, what matters most is not just surviving — but being embraced by a community that cares. Not just enduring — but belonging. And not just coping with hardship — but finding new ways to thrive.

We were also proud to bring our proven model of statewide excellence in mental health care to the national stage. We worked with partners across the country in new and broader ways to expand care directly alongside family doctors and pediatricians, improve rural mental health care systems, address homelessness, and transform 911 emergency response.

Because of the bold generosity of our philanthropic champions, the committed dedication of our partners, and the extraordinary talent of our team, the Meadows Institute is charting an unmatched vision of the future of mental health that emphasizes care over crisis — one rooted in the real lives of children, families, and communities.

Thank you for believing.
Thank you for acting.
Thank you for joining us to transform lives.

And FamilIES

The Right Care at the Right Time

Because most mental health needs arise in childhood and young adulthood, the Meadows Institute prioritizes care that addresses young people’s challenges early on, before they can escalate.

We partner with school districts to ensure same-day access for students’ urgent mental health needs, work with college and university leaders to cultivate well-being on campus, and help mental health providers care for people experiencing trauma and grief in the aftermath of disasters.

“Schools understand that addressing mental health needs early supports learning and academic success. Districts and their community partners are reimagining tiered systems of support that promote the well-being and success of students, staff, and the community.”

— Melissa True, vice president of education and strategy

Health System
Transformation

Where Care Comes Together

Mental health is essential for overall well-being, yet too many people struggle to access care, on average waiting a decade without help after symptoms begin. The Meadows Institute is making it easier for people to seek the care they need. We guide health systems in communities across the country to weave mental health care into the fabric of primary care and to increase access to specialized care for people with more serious needs.

“We have the chance to revolutionize mental health care for every person in Texas and the country by working with our partners to ensure that we give primary care physicians the tools to practice prevention, detection, and early intervention to enable effective access to care.”

— Roshni Koli, chief medical officer

Supporting Heroes,
Strengthening Communities

People in crisis deserve timely, compassionate care — and first responders deserve the tools and support to do their jobs safely.

The Meadows Institute leads the nation in strengthening emergency response for communities and supporting the frontline workers who answer calls for help. Our programs for law enforcement, firefighters, and other first responders prove that public safety and mental well-being can be woven together to meet the needs of our communities.

“Texas isn’t just raising the bar — it’s showing the rest of the nation what real first responder well-being looks like.”

— Sean Hanna, vice president of veterans and public safety

Improving Lives Through Effective
Mental Health Policy

From the halls of Congress to the Texas Capitol, the Meadows Institute supports lawmakers with bipartisan policies and solutions that strengthen mental health systems nationwide. We provide the trusted, data-driven expertise that elected officials at all levels of government rely on to craft effective, real-world policies for improving access to top-quality behavioral health care.

“Texas is the state that put a man on the moon and that has led the charge against cancer for over a decade, and these bold new investments promise incredible potential to prevent, treat, and cure the neurological diseases that affect so many of us, and build a healthier tomorrow for the brain of every Texan.”
